Make sure the crankcases are clear of petrol and oil. Sounds like at least one is claggy - otherwise, carbs.

Favourite is blocked carb jets, but if (say) the fuel tap slightly leaks, you'll get liquid in the cases and when you rev the engine, it'll chuck fluid into the combustion chamber and wet the plug. Worse case is hydraulic lock if there's a lot in the case(s) and a bent rod.
You can clear the cases by disconnecting tbe SRIS pipes underneath.
