Hi Alan - if the choke wont hold down when you push the lever its possibly because the ball bearing is missing. Behind the quadrant on the choke lever is a small ball bearing that pushes against a small spring and into 2 little indents on the back of the quadrant. If the carbs have been dismantled its so easy to lose this little ball bearing - in which case the choke will not stay on unless you hold it down.
Do n't ask me how I know !!! Unfortunately you have to remove the choke lever to repalce the ball bearing , which probably means removing the carbs completely. its item 66 on this diagram.

550 and Hippo start with a 'tickle' of choke and off within a second or 2, so no retainer needed.
