I am struggling to get the front wheel on my GT250C to line up with the rear wheel using a long straight edge. The front wheel with the bike was a 19” off I think a GT380 when it should be 18” and as a result the offset may well be wrong.
Does anyone know the offset for the 18” front wheel rim.

As Canaletto said, there should be no offset. It was very rare for Japanese bikes to offset the rim.
The most common reason for wheels with offset is wheels being rebuilt wrongly and spacers on the wrong sides or missing or from a different bike. Is the front wheel centered between the fork legs? If it is, check the rear wheel and look at chain alignment and see if it's the back that's wrong.
If the front wheel is from a different bike, it probably needs different spacers and if it came from a bike with wider forks, it may need to be machined to make it fit properly.
