PMs stuck in outbox

How come PMs keep getting stuck in my out box, I do the same thing every time, sometimes I get the second submit box and other times they just go to outbox but there doesn't appear to be a way to then get them to send

Grant it will stay in your out box until it has been read by whoever you sent it to.
