In the nicest possible way Kev, if you don't know the answer to this you shouldn't be advising forum members who have a limited understanding of electrical issues.
At best you could cost somebody money. At worst you could set fire to their bike.
I'm happy to continue this discussion with you away from this thread if you are genuinely open to learn.
If you don't want to do this may I suggest Hughes Electrical Technology which is a solid introduction to the subject and was considered the bible when I studied electrical engineering at degree level.

Of course Bill. Obviously, we all want Paul to resolve his issue and not risk setting fire to his bike through misinfomed advice.

Ok Bill I've done the slip ring tests and there is no continuity between either slip ring and earth with the brush block removed. There is also no reading at all between the slip rings with the meter set on ohms. I think I'm using the correct scale (see pic) I get the number 1 with the meter on but the probes not touching any thing if I touch the probes together I get a reading of .5

Looks like your rotor is open circuit. That means electric current cannot pass through and magnetise the rotor.
If the rotor is not magnetised you cannot generate electricity.
Yesterday I tested a spare rotor off the bike on the bench which clearly measured 7.2 ohms resistance between the slip rings.
So looks like yours is duff.
Hopefully a replacement rotor will solve your problem.

PS
Dont swap any components from the GT500. It has a completely different charging system (single phase)
This means the rectifier is different and the regulator uses Zener diodes to regulate the system.

Just noticed on your photo the red probe is very close to touching the casing......it wasn't touching when you did your slip ring test was it?
The probes need to touch the rings and nothing else
